Administrative Law Judge Robert Meal explained that the license could be transferred within 35 miles of its original location.

Magic City Casino applied for the so-called "summer zialai" license in 2011 as part of its "decoupling" plan, which would allow the least profitable operators to replace greyhound racing with zialai operations. Initially, state gaming regulators rejected the casino's request, but an appeals court recommended they reconsider their decision, and in March this year, Florida's operations and professional regulators approved Magic City's abandonment of its activities.

Not long ago, owners of the Magic City Casino in Miami were granted permission to stop racing dogs and horses while continuing to run more profitable games with slots and card games. Earlier this year, state gaming regulators approved a request made by owners of Magic City Casino. Assuming that the new Jaialai Front is built on the same property, let's end the greyhound race. It has been touted as the first rule within the Florida border.

But shortly after regulators stamped the casino's request, the Summer Xi-Alai partnership, also known as "Summer Partners," decided to move the Xi game from Miami-Dade County to Broward County. According to gambling regulators, such transfers are not allowed and licenses must be revoked. This led to a legal dispute between the two sides, and it appears that they are finally close to a settlement.

the judge's position on the matter
On Tuesday, Judge Mel pointed out that the casino application was accompanied by a memo recommending the relocation of the Zairai operations from Miami-Dade to Broward. Judge Mel also criticized the gambling regulator for changing its policy to allow licenses to move operations within 35 miles of the original location of the permit.

In a court filing, Summer Partners' lawyer John Lockwood accused the state gambling watchdog of changing the law imposed by Summer Partners' main rival, Fronton Holdings, to "a result of political pressure." In an interview with the Florida News Service, Mr. Lockwood argued that gambling regulators could not revoke the license of the Magic City Casino just because they "changed their minds."
